Summary: The impact of the decentralization reform on the sustainable development of territorial communities in Ukraine, in particular under martial law, was evaluated. It is shown that the reform of decentralization has not fully solved the tasks set for it, especially regarding the territorial organization of power. Based on this, a set of measures is justified to improve the effectiveness of the reform in the context of optimizing the network of territorial communities and their sustainable development.
