Summary: The relevance of the chosen topic is due to the need to substantiate the model of development of alternative energy sources by local communities through rational energy production and economical consumption in order
to ensure an adequate level of quality of life. The study presents a theoretical justification of the processes of development of service cooperation in rural areas, a study of the basic methodological principles of evaluation of these processes, their impact on the formation of energy policy of the state. The methodological basis of the study includes a variety of procedures and methods designed to assess the impact of the creation of energy cooperatives on the development of alternative energy sources by local
communities. The following methods of scientific research are used to solve the tasks set in the scientific work: analysis and synthesis, generalization, induction and deduction, comparison, abstraction, observation. An algorithm for calculating the cost of creating energy cooperatives is proposed.
