Summary: The place and importance of budget planning in the system of financial plans of the state are determined. It is stated that the state budget reflects the spending of public funds, the redistribution of national income and Gross Domestic Product and acts as an effective regulator of the country`s economy and social processes. It is emphasized that the budget as a financial plan of the state is formed under the influence of budget and tax policy. It is empha- sized that the end result of budget planning is a set of budget indicators in the form of state and local budgets, which take into account the trends of the budget sector. It is emphasized that the basis for making optimal man- agement decisions regarding the planning of the state budget, drawing up appropriate financial and economic plans of activity, preparation of budget requests are the main spending units monitoring, which allows to obtain an integrated assessment of the implementation of budget programs. It is concluded that at the present stage it is important to increase the efficiency of budget expenditures as a tool to influence the dynamics of economic growth. In summary, budgetary decentralization is a must in improving budget planning.
