Summary: n 1708, Peter I issued a decree on the division of the Moscow kingdom into 8 provinces in order to strengthen control over tax collection. The then Kyiv province occupied territories with cities not only of the Left-Bank Ukraine, but also some parts of the adjacent lands of Russia (table 1.1). In January 1719, the "Instructions for Governors" were approved, and a decree of May 29, 1719 amended the administrative division of Russia: 11 governorates appeared, 9 of which were divided into provinces with districts,
cities, suburbs and villages, and the Kyiv province get new configuration (table 1.2). In the same 1719, Peter I ordered the start of a general population census (revision I), which was completed in 1722. According to its results in the Russian Empire at the time of its foundation, there were 5,794,928 men from the taxable classis.
