Summary: According to comparing foreign and internal approaches, the authors suggest the following focuses for developing the agricultural sector of Ukraine as rural entrepreneurship promotion by reducing tax burden; reducing export of agricultural raw and stimulating the processing of it;
establishing the rural agricultural market infrastructure as the half of total agricultural production comes from households;
investing in human capital development for enhancing the life level of both producers and consumers.
